The current conflict is bringing the real power structures in the region back to the fore. In addition to seeking an expedient settlement to the war, Secretary Blinken is collaborating with Qatar, Egypt, Saudi Arabia, the UAE, and Jordan to create a new political framework for the region. The European Union's diplomatic influence over Iran has been greatly diminished since the Joint Comprehensive Plan of Action (JCPOA) collapsed in 2018. Iran is attempting to maintain equilibrium in its relationships with other Gulf states and the Gulf Cooperation Council (GCC) while establishing itself as the hegemon of the region. China brokered the resumption of diplomatic relations between Saudi Arabia and Iran in 2023, signaling a change in regional dynamics and highlighting China's increasing prominence as a diplomatic force in the Middle East.

Andres Muñoz Mosquera
Andres is the NATO senior legal advisor for NATO’s Allied Command Operations. Andres is an academic and author of numerous publications. He has lectured at the Royal Academy of Law and Jurisprudence in Madrid and is a professor of International Relations at the Universidad Catolica San Antonio de Murcia. He is a visiting professor of several universities. He held a fellowship at the Marine Corps University (2021-2023) and Reichman University (2022). He regularly lectures at the USMA-West Point and the National Defence University. He holds a Senior Fellow at the Fletcher School of Law and Diplomacy (Center for International Law and Governance). Andres is a member of the Association of American Law Schools and the American Society of International Law. He is a member of the Society of Military Law and Law of War, the Madrid Bar Association. He is a CCB European Lawyer. Andres is a graduate of the Fletcher School of Law and Diplomacy (Tufts) and from the NATO Defense College (GFOAC). PhD from Leiden University.
